The Program Contract, aimed at Large Companies, SMEs, and adhering innovative start-ups, must consist of Industrial Research and Experimental Development projects that can be integrated with:

• innovation projects;
• Productive investments
• training projects;
• investments in environmental protection;
• nonché, esclusivamente per le PMI:
  • acquisizione di consulenze specialistiche
  • programmi di Internazionalizzazione
  • partecipazione a fiere.

• If the project is primarily an industrial research project, the maximum amount is €35 million per company and per project. This condition occurs when more than half of the eligible costs relate to industrial research activities or a combination of industrial research and experimental development.
• If the project is primarily an experimental development project, the maximum amount is €25 million per company and per project. This condition occurs when more than half of the eligible costs relate to experimental development activities.
• For research and development projects awarded a mark of excellence, the aid limit is €2.5 million per project and per SME.

The aid intensity for industrial research and experimental development does not exceed the following intensities of eligible costs:

• For industrial research
  • 50% for Large Enterprises
  • 60% For medium-sized enterprises
  • 70% for small businesses
• for experimental development
  • 25% for Large Enterprises
  • 35% for Medium-sized Enterprises
  • 45% for small Enterprises

This aid intensity can increase up to 80% of eligible costs if one of the following conditions is met:

1. The project
   • involves companies, of which at least one is an SME, with expenses not exceeding 70% of eligible costs.
   • involves one company and one or more research entities, with 10% of eligible costs covered by research entities, which will have the right to publish the results.
2. The project results are widely disseminated through various means.

Aid for SME Innovation does not exceed 50% of the total eligible expenditure considered reasonable.

The limit for the provision of qualified personnel is 1 million Euros per project.

For Process and Organization Innovation the aid does not exceed 15% of eligible costs for large enterprises and 50% for SMEs.

For Productive Investments under 55 million euros, incentives are granted in the form of plant account contributions:

• 30% for large enterprises,
• 40% for medium-sized enterprises,
• 50% for small enterprises.

Companies can specify a combination of percentages for investments and labor costs in the economic plan, provided they do not exceed the limits.

For Training Aid:

• 40% for large enterprises,
• 50% for medium-sized enterprises,
• 70% for small enterprises.

This intensity can be increased by 10 percentage points if the training is intended for disabled workers or disadvantaged workers, or if the aided unit is located in a ZES Area.

For Environmental Investments (for energy efficiency and promotion of renewable sources, hydrogen, and cogeneration):

• 45% for large enterprises,
• 55% for medium-sized enterprises,
• 65% for small enterprises.

Aid for consultancy services for SMEs does not exceed 50% of reasonable and eligible expenditure.
